OFFICIAL RULES OF PCHLOTTO
NO PURCHASE OR ONLINE ACCESS FEE NECESSARY TO PLAY
  1. Overview:
    You may enter one or more of the four daily PCHLotto games (“Game(s)”) by going to the PCHLotto website and following all applicable entry instructions for a chance to win valuable cash prizes.  Only one entry per Game per day.  Each time you play a Game, you will automatically be assigned an entry in the One-Time Annual $10,000 Sweepstakes Drawing (the “Annual Drawing”).  If you play all four PCHLotto games within a single day, you will also be eligible to play the daily PCHLotto Instant Win Scratch Card game (the “Instant Win Game”).  These Official Rules apply to the Game(s), the Annual Drawing and the Instant Win Game (collectively, the “Sweepstakes”) except where expressly specified, excluded or modified.
  2. Eligibility:
    1. The Sweepstakes are open to legal residents of the fifty (50) United States and the District of Columbia who are 18 years of age or older at the time of entry and who have entered valid and verifiable information upon registration, including name, email address and postal address.
    2. Employees, officers and directors of Publishers Clearing House LLC (the “Sponsor”), RealTime Media, Inc. (the “Sweepstakes Administrator”) and their respective affiliates, distributors, retailers, sales representatives, advertising and promotion agencies (collectively, the “Promotion Entities”), contest supervisors and the immediate family and household members of all such individuals, respectively, are not eligible to enter or win a prize in the Sweepstakes.  “Immediate family members” means parents, step-parents, legal guardians, children, step-children, siblings, step-siblings and spouses.  “Household members” shall mean those people who share the same residence at least three months a year.  Void where prohibited or restricted by law.
  3. Promotion Period:
    The Sweepstakes will be conducted during a twelve-month promotion period beginning 12:00 PM Eastern Time on May 1, 2008 through 11:59:59 PM ET on April 30, 2009 (the “Promotion Period”). Sweepstakes or any portion may be terminated earlier at Sponsor’s option.  All plays received prior to the effective date of termination will be honored and fully eligible to win.
  4. Register Online:
    To enter any Sweepstakes, you must first register online at http://www.pchlotto.com.  You must provide your first and last name, your e-mail address and your postal address.  You are responsible for updating your information should there be a change.  You can do so by sending an email to support@cs.pchlotto.com and requesting that your information be changed. You are responsible for claiming any prizes that you may win as described below.  Failure to maintain up to date personal information or to claim a prize may result in forfeiture.  You will receive a confirmation email the following day that will list all of the numbers submitted in the previous day.
  5. How to Play PCHLotto Games:
    1. Once you have registered, you can play any or all of the Games each day.  For each daily Game, pick 8 different numbers between 1 and 40, with no duplicates, by following the online instructions at www.PCHLotto.com. You can choose your numbers by either of two methods: (a) choose your 8 unique numbers or (b) allow the computer to pick the numbers (referred to as a "Quick Pick").  Picks must be received by 11:59:59pm, Eastern Time, for a chance to win in the drawing for that day.
    2. Each day, eight (8) winning numbers between one 1 and 40 will be selected at random for each daily Game via a random number generator on the following day at about 3:00 AM Eastern Time.  These numbers will be matched against entries received the previous day (12:00 AM to 11:59:59 PM Eastern Time). The winning numbers will be posted after the drawing on www.PCHLotto.com.
    3. If the numbers you selected with your entry for a Game match identically, in any order, all of the 8 winning numbers selected at random for that daily Game, you will win the Grand Prize for that Game, subject to verification of eligibility and satisfaction of all registration and entry requirements.  Second prizes will be awarded for matching 7 of the 8 winning numbers.  You will receive a PCHLotto daily Game Card Confirmation Summary email, which will be your sole notification of any prize winnings.  You must claim any prize you win by following the instructions within the time period allowed in the PCHLotto daily Game Card Confirmation Summary email.  Failure to claim a prize within that time period in accordance with those instructions may result in forfeiture of any winnings.
  6. Game Prizes; Prize Payout
    1. $1,000,000 Grand Prize:  One Million Dollars ($1,000,000.00), paid $40,000.00 per year for 25 years.
    2. $250,000 Mortgage Grand Prize:  Two Hundred Fifty Thousand Dollars ($250,000.00), paid $12,500.00 per year for 20 years. 
    3. $50,000 Car Grand Prize:  Fifty Thousand Dollars ($50,000.00), paid as a lump sum.  
    4. $5,000 Entertainment Center Grand Prize:  Five Thousand Dollars ($5,000.00), paid as a lump sum.
    5. If more than one entry for a daily Game contains all the winning numbers, the Grand Prize and the annual payments (if any) will be divided evenly among all winning entries in that daily Game.
    6. Second Prizes: Two Hundred Dollars ($200.00) will be awarded to entries qualifying for the 2nd Prize in each daily Game, with a maximum cumulative second prize dollar amount awarded per daily Game of Twenty Thousand Dollars ($20,000.00).  Accordingly, if there are fewer than one hundred (100) 2nd Prize winners in any daily Game, then each would receive $200.  If there are more, then the maximum cumulative 2nd Prize dollar amount will be awarded among all eligible 2nd Prize winners. (Example: if there are 1,000 2nd Prize winners, each 2nd Prize winner would receive $20.00 ($20,000/1,000 = $20.00)).
  7. PCHLotto Scratch-N-Match Instant Win game:
    1. To qualify to play the Instant Win game, you must first play all four PCHLotto daily Games within the same day (12:00 AM to 11:59:59 PM Eastern Time).
    2. To enter, scratch the entire online scratch card.  Match any 3 prize amounts and you will win a gift card for the winning amount, subject to verification of eligibility and registration requirements.  Click “Continue” in order to select your choice of gift card.  You will receive a one-time results email following each instant win game play, which will be your sole notification of a winning entry.
    3. Instant Win Prizes: There are twelve (12) Five Hundred Dollar ($500.00) gift cards (your choice of Wal-Mart, Target, or Visa); forty-eight (48) One Hundred Dollar ($100.00) gift cards (your choice of Wal-Mart, Target, or Visa); One Thousand One Hundred and Four (1,104) Twenty Dollar ($20) gift cards (your choice of Wal-Mart, Dunkin’ Donuts, or Visa); and Two Thousand Five Hundred Fifty Six (2,556) Ten Dollar ($10) gift cards (your choice of Wal-Mart, Dunkin’ Donuts, or Visa) are available during the Promotion Period.  If you do not make a choice or supplies of your card of choice have been exhausted, you will receive a Wal-Mart card.  Winners should expect to receive their gift card in 7 to 10 days.
  8. Annual $10,000 Sweepstakes Drawing:
    1. Once you have registered, you will be given an entry in the Annual Drawing each time you play one of the four daily Games during the Promotion Period.
    2. Winner selection in the Annual Drawing will take place through a random winner selection process on or about May 5, 2009; provided that if this portion of the Sweepstakes is terminated early, in accordance with these Official Rules, the winner will be selected and the prize awarded at a correspondingly early date.
    3. Annual Drawing Prize: One (1) Ten Thousand Dollar ($10,000.00) prize will be paid to a single winner as a lump sum, subject to verification of eligibility and registration requirements.  The Winner should expect to receive his/her check in 4 to 6 weeks.
  9. Claiming Prizes:
    Winning numbers will be posted on www.PCHLotto.com and will be distributed via a daily results email.  Potential winners will be notified by e-mail within ten (10) days of each drawing.  If a potential winner cannot be reached after ten (10) days from the first notification attempt, is found to be ineligible, fails to claim a prize or declines to accept a prize, or if a notification email to the registered email address for the potential winner is returned as undeliverable, the prize will be forfeited.  Potential winners may be required to furnish picture proof of identification, which may include a driver's license, passport, voting card or similar government issued identification.  Such proof must match the information on the potential winner’s registration.  Each potential winner will be required to sign an affidavit of eligibility, release of liability and (except where prohibited by law) consent to publicity, including but not limited to the use of winner's name, hometown and photograph without additional compensation, which must be signed, notarized and returned to Sponsor within fourteen (14) days of receipt, or prize will be forfeited and potential winner will be disqualified.  Winner's name, city and state may be shown on the PCHLotto.com web site. A list of winners may also be obtained by sending a self-addressed, stamped envelope to: RealTime Media c/o “PCHLotto Winners List”, 1060 First Avenue, Suite 201, King of Prussia, PA 19406.  Winners' lists showing Grand Prize winners will be updated periodically and may show one or more winners’ name, city and state, and the dates upon which the prize was won.  Prize winners should receive payment within 4 to 6 weeks after verification of their eligibility and identity.
  10. Privacy Notice:
    Any information provided by a player to the Sponsor will be used to communicate with the player in relation to this Sweepstakes.  Sponsor may also share this information with advertisers to contact players at a future date about new product and services Sponsor believes entrants will find of interest.  For complete details, see the Privacy Policy on the PCHLotto.com website.
  11. General Conditions:
    No purchase or online access fee necessary.  Some Internet service providers are free. Void wherever prohibited or restricted by law.  The Games are an 8 of 40-lotto type promotion.  Entry constitutes consent to abide by the terms of these Official Rules which are final on all matters pertaining to PCHLotto.  Use of the PCHLotto.com web site constitutes consent to these Official Rules, the PCHLotto Privacy Policy (available on the web site) and the Sweepstakes Facts set forth below.  If you not agree to these Official Rules, the Privacy Policy and the Sweepstakes Facts, please do not use our sites.  The Promotion Entities reserve the right, at our discretion, to change, modify, add or remove all or any part of the Sweepstakes, the PCHLotto.com web site, and any or all portions of these Official Rules, the Privacy Policy and/or the Sweepstakes Facts, at any time.  Any prize not awarded at the time it or the Sweepstakes is discontinued will, to the fullest extent permitted by applicable law, be void.  Sponsor may elect to award void or unclaimed prizes to alternate winners ro allow them to lapse. Your continued use of the PCHLotto site following the posting of changes to these Official Rules, the Privacy Policy and/or the Sweepstakes Facts constitutes acceptance of any changes.  Please check the website www.PCHLotto.com frequently for any changes.
  12. Grant of Rights:
    Return of any PCHLotto Game Card Confirmation Summary or Prize Claim Email instructions as undeliverable which includes, but is not limited to, blocking of PCHLotto emails to player’s email address by player’s email service provider (ESP), failure of ESP to deliver email from PCHLotto, incorrect email address and unrecognizable domain, may result in disqualification. Winners further grant to the Promotion Entities and Sponsor the right, but not the obligation, to use and publish their proper name and home state online and in print, or any other media, in connection with PCHLotto.  By entering, participants release and hold harmless Promotion Entities, their respective parents, subsidiaries, affiliates, directors, officers, employees, and agents from any and all liability for any injuries, loss or damage of any kind arising from or in connection with the Sweepstakes or any prize won.
  13. Conduct:
    The Official Rules will be posted at the PCHLotto.com site throughout the contest.  The Promotion Entities reserve the right at its sole discretion to disqualify any individual it finds to be tampering with the entry process or the operation of the game or website; to be acting in violation of the Official Rules.  Promotion Entities will not award any prize until the winner’s eligibility has been verified to the satisfaction of the Sponsor and he/she has entered in accordance of the Official Rules.
  14. Limitations on Liability:
    The Promotion Entities are not responsible for any incorrect and/or inaccurate information, whether caused by website users and/or by any of the equipment and/or programming associated with and/or utilized in any contest or by any technical or human error which may occur in the processing of submissions in PCHLotto, confirmations and Game Card Confirmation Summary e-mails from PCHLotto or any other e-mails from the Promotion Entities assume no responsibility for any error, omission, interruption, deletion, defect, delay in operation or transmission, communications line failure, theft and/or destruction and/or unauthorized access to, and/or alteration of entries. The Promotion Entities are not responsible for any problems and/or technical malfunction of any telephone network or lines, computer on-line-systems, servers or providers, computer equipment, software, failure of email and/or players on account of technical problems and/or traffic congestion on the Internet and/or at any website or combination thereof, including injury or damage to participants or to any other person's computer related to and/or resulting from participating or downloading materials in this contest. If, for any reason, the Sweepstakes is not capable of running as planned, including infection by computer virus, bugs, tampering, unauthorized intervention, fraud, technical failures, and/or any other causes beyond the control of the Promotion Entities which corrupt or affect the administration, security, fairness, integrity and/or proper conduct of this contest, the Promotion Entities reserve the right at their sole discretion to cancel, terminate, modify and/or suspend the contest.

    The Promotion Entities make no representations or warranties of any nature whatsoever with respect to any product or service advertised in any promotion, sweepstakes or other contest presented by Publishers Clearing House.
  15. Tax Information:
    All applicable federal, state, local, and other taxes on prizes are the sole responsibility of the applicable winner.
  16. Disputes:
    If a dispute arises regarding who submitted an online entry, the entry will be deemed submitted by the person in whose name the entry was made. The $1,000,000 and $250,000 Grand Prizes can be transferred one time. All other prizes can not be substituted or transferred. Taxes, if any, are the winners' responsibility. This promotion is governed by the laws of the United States. All issues and questions concerning the construction, validity, interpretation and enforceability of these Official Rules, or the rights and obligations of entrant and the Promotion Entities in connection with the Sweepstakes, shall be governed by, and construed in accordance with the laws of the State of New York, without giving effect to any choice of law or conflict of law rules or provisions (whether of the State of New York or any other jurisdiction), that would cause the application of the laws of any jurisdiction other than the State of New York.

    Each entrant agrees that: (a) any and all disputes, claims, and causes of action arising out of or in connection with this Sweepstakes, or any prizes awarded, shall be resolved individually, without resort to any form of class action; (b) if the parties are unable to resolve their dispute amicably, it shall be resolved by Arbitration Rules of the American Arbitration Association in English before a single arbitrator in New York, New York; (c) any and all claims, judgments, and awards shall be limited to actual out-of-pocket costs incurred, including costs associated with entering this Sweepstakes, but in no event attorneys' fees; and (d) under no circumstances will entrant be permitted to obtain awards for, and entrant hereby waives all rights to claim, punitive, incidental, and consequential damages, and any other damages, other than for actual out-of-pocket expenses, and any and all rights to have damages multiplied or otherwise increased.

You Have Not Yet Won. All Entries Have The Same Chance Of Winning. The winner has not been identified. We don't know who the winner is. If you enter our Sweepstakes, your entry will have the same chance to win as every other entry.

Enter For Free. You don't have to buy anything to enter. Just follow the instructions in the Official Rules.

Enter Once Each Day. To submit your entry for the daily contest(s), choose your numbers for each of the PCHLotto games. You may submit one entry for each game available to you on a given day. You are limited to one entry per PCHLotto game per day.

Buying Won't Help You Win. Your chances of winning without a purchase are the same as the chances of someone who buys something. It would not be lawful to give any advantage to buyers in a Sweepstakes.
